About PPRA
Management of procurement for public purposes in Punjab as in many other developing nations requires significant improvement. The laws, Rules and Regulations are lacking, poorly implemented, or implemented. Morale and capacity of the employees are not high, whereas transparency and accountability are on a need basis. Public procurement professionals face difficulties from both internal and external environment. These are political, legal business, economic, and socio-cultural contexts. The latter are influenced by three elements: the people who make procurement decisions, processes that provide guidance to professionals; and controls that guarantee transparency, honesty and accountability. To be able to effectively deal with these challenges, a proper and independent audit process should be created that is able to strike a balance between auditors’ performance and financial audits.
In Pakistan the current procurement framework began working in 2002, when it was established that the Government of Pakistan created PPRA at the Federal level with an executive order. The system was enhanced by the addition of Public Procurement Rules 2004 and Public Procurement Regulations 2008. In 2007, the Punjab Province adopted the system in 2007 with an ordinance that with the same name and was transformed into an Act in the year 2009. Punjab Procurement Rules 2009 (PPR-09) were also announced during the year in order to improve the procurement system of the province. The implementation of Law/Rules however, was largely inactive because of the absence of a an official office that was a part of the Punjab Procurement Regulatory Authority.
In order to enforce any Law/Rule needs to be accompanied by a proper understanding and acquaintance. In order to ensure an large capacity build the program has been initiated to target all Public Sector Organizations down to Town Municipal Administration level. A high-powered committee headed by the A.C. Secretary Punjab was established to review these Public Procurement Laws/Rules so as to make them conform to the requirements of Public Sector Organizations without departing from International Best Practices. Four new procurement-related rules and documents like Procurement Regulations, Code of Ethics for Public Procurement, Public Procurement Checklist, Public Procurement Consultancy Service Rules, Draft Standard Bidding Document as well as Draft Contract Agreement are under review with the forum.
