Higher Education Commission (HEC) Islamabad has advised universities to integrate the principles from the Holy Quran including translation, Tafseer, and Tajweed as a prerequisite for graduation. In this regard, the Higher Education Commission issued a Notification on 27-03-2023  in this regard in which Teaching Of Holy Quran In Pakistani Universities Made Mandatory.

Every Muslim student is required to complete this course. However, this course will not be creditable. The course will be graded by each student following the evaluation that is part of the Quran course in the same way as the credit for other courses.

The goal of Tafseer and the translation of the Quran is to understand the basic principles that the Quran helped to explain: The definition of an ideal set of beliefs in relation to God and the relation of man to Allah. It assists in the perfecting of conduct in the individual and good morals.

Due to its significance and in accordance with Senate resolution 533 that was passed on January 16, 2024, All Pakistani institutions/degree awarding institutions are urged to include the course that focuses on Holy Quran with Translation, Tafseer as well as Tajweed in order to provide Muslim learners as a compulsory requirement for awarding degrees for all undergraduate degree programs, with starting in Fall 2024 but without incorporating it into the exam or providing additional marks. The course will not be credited.

A complete compliance report containing detailed delivery procedures and protocols of the same, which have been accepted by the concerned authority of the university/DAI as a response to the advisory has to be submitted to this office by the 30th of June, 2024.
