The United States Educational Foundation in Pakistan (USEFP) is an international Commission we are pleased to present its Hubert H. Humphrey Fellowship Program. This non-degree program is intended specifically for those who are mid-career (5-15 years relevant work experience) professionals.

It is comprised of 10-12 months of graduate-level academic courses that are not degree-granting and the chance to be employed within America. United States in the relevant area. Alongside academics participants in this program will be expected to communicate information about Pakistani culture and lifestyle to those who are their U.S. colleagues and community groups in the United States.

When they return back to Pakistan, Humphrey grantees are expected to communicate the lessons learned from their U.S. experience with colleagues as well as community associations in Pakistan. Candidates who are successful will be able to take on leadership roles in their respective fields and be determined to return and serve Pakistan.

HUBERT H HUMPHREY Fellowship Components

  1. Non-Degree Academic Studies: Humphrey Fellows pursue tailored study programs in host institutions. This they are not bound by the requirements of the degree program and allows each Fellow the freedom to choose a self-directed individualized program on a host campus.
  2. Humphrey Fellows may not request admission to any university. Every campus has at minimum one faculty coordinator who is responsible to assist with administrative and academic issues. Faculty advisors support Fellows in engaging in an academic and professional program that is balanced.
  3. While Fellows do spend their time in an academic environment and can enroll in classes at a U.S. university, however, this Humphrey Fellowship Program is classified as a non-degree program. Humphrey Fellows are not able to change from status of non-degree to degree status in any circumstances within their program.
  4. Professional and Leadership Development Professional enrichment programs include professional trips, development workshops conferences, seminars, courses for training, and a profession-related association (placement).
  5. The professional affiliation gives you firsthand experience in the U.S. work environment on an ongoing base for at least a duration of 6 weeks. In the early part of each academic session, every Fellow is able to create, with the help of the campus coordinator local to them and faculty advisors, a comprehensive schedule of the practical actions that are geared towards the objectives of the Fellow’s program.

Hubert H Humphery Fellowship Eligibility

  • The successful candidates must be Pakistani citizens who reside and work in Pakistan and have an average of five years of competent work experience or professional experience, along with an education of at least 16 years as well as a promise of reemployment when they return to Pakistan.
  • The applicants must be able to demonstrate an impressive level of proficiency in written and spoken English.
  • Applications are not accepted from researchers or university professors who have no managerial expertise or equivalent responsibilities, who have attended graduate school within the United States in the past seven years, or who have had a long-term U.S. experience within the last five years.
  • Not eligible are people who hold dual U.S./Pakistan nationality, or have a spouse, fiance, or parent who is over 18 who is or was a U.S. citizen or permanent resident.
  • Employers from the Fulbright organization as well as the U.S. Department of State or USAID as well as their spouses and children, finances, children, siblings as well as parents are also not eligible.
  • A Duolingo English test score report is required when submitting the application. Applications with no score report cannot be considered.

HUBERT H HUMPHREY Fellowship Application Process

Candidates interested in applying must do so through applications to the U.S. Embassy (Public Affairs Section) or Binational Fulbright Commission in their country of residence. The deadlines for application vary according to the country. Applications must include:

  • All answers must be complete to all questions Essay responses in English must fully respond to the prompt.
  • Two letters of reference must be in English The first one should be from the current employer of the applicant.
  • Transcripts that are official in English Make sure that all transcripts submitted by the applicant are valid, official documents. Transcripts should list the courses that were taken and the grades they received. Diplomas are only required in the event that the transcript does not prove it was earned.

After the national selection process Independent review committees evaluate nominations from America. The United States and the final approval of the candidate is decided through the J. William Fulbright Foreign Scholarship Board. Once the board has given its approval, the Fulbright Foreign Scholarship Board, the U.S. Embassies, and Binational Fulbright Commissions inform applicants about their status.
